I understand the frustrations expressed by SCP-RU staff in this post and hope that, in time, true reconciliation can be completed. Regardless I am extremely happy this has been resolved and we encourage all sites which have withdrawn recognition of SCP-RU to renew it as soon as possible.

I am, quite frankly, getting tired at the fact that we don't hear anything from them. Hasn't this been going on since like, April-May? I know I've consistently argued to give them more time, but now we've been waiting for over a quarter of a year. Considering that EN's license is at stake here, I feel that it's time to take some action if they haven't responded by the end of this month.

Now I'm not familiar with how these sorts of legal proceedings work, whether in my country or in others, but it just seems a little bit weird to have to wait over four months just to get an opinion from someone comparing legal texts…

I've got a few alternative options here so it's not the same numbering Grom used.

1. Keep their hub, but move it to the unofficial section. Change the license on the page to the correct cc c-by-sa 3.0 license. SCP-EN's recommendation to our sister sites still linking to SCP-RU in an official fashion remains removing said linkage

2. Keep hub mostly as-is, with the licensing corrected. Put up a notice on page hub. Main site still recommends removing official linkage.

3. Do nothing yet other than correct the licensing on their -INT page hub.

4. Keep the present status quo

5. Moving their hub page without any kind of alteration to it.

If this is the wrong way to restart a vote consider these points for furthering discussion. If the SCP-RU team has any further updates in their own licensing process I encourage them to post them here.

Note that nothing here proposes deleting-RU content, as that would almost certainly be a sticking point in reconciliation.

Or is there something special about this deadline that would have dire ramification if not kept? I mean, the Russian site has existed for like, what, five years? If nobody's bothered to do anything about it till now, it just seems dumb to me to force this matter in just a month, at least when they have actually sought help. It's not like they're holding out on us.

1. We move RU from the official branches lists on the main page and link pages to unofficial branches, remove their hub and move their content to the Others Hub.

At some point there will be a more detailed post from our licensing team, but as we've detailed here SCP-RU has some of its content labeled as CC-by-NC. All content which is derivative or related to the SCP Foundation and the surrounding universe is CC-by-SA.

These licenses are not compatible. Half of the branches have already delisted SCP-RU. Until the incorrectly labeled content is fixed we should not be linking to their site in an official capacity.

Previously to this, SCP-RU had been using the CC-by-NC license on their site. We had several of our community members discover this individually over the years and try to work with SCP-RU to fix the problem over the years, but this never went anywhere.

Then the SCP-RU administration asked the SCP-EN staff to enforce their incorrect license on people making YouTube videos. This alerted the entirety of the SCP-EN staff to this licensing problem.

This caused the issue to come to a head. Since we have been enforcing the license of the SCP Foundation to make sure online shops and content creators are correctly attributing their materials, we were obligated to take immediate action or risk losing the legitimacy to enforce our license entirely.

SCP-RU has almost solved the problem. They have fixed the license of their site, and not allowed for any future content to use the CC-by-NC license. However, they seem to be unsure about changing the license on the older material. What needs to be done is for the license to be corrected, not changed, since all of the content was always CC-by-SA.

I don't think we need to delete their hub, we can blank it and restore the content once the SCP-RU no longer has license violations, whenever that may be.

We now have to decide how the International Translation Archive handles this issue.

  1. We move RU from the official branches lists on the main page and link pages to unofficial branches, remove their hub and move their content to the Others Hub.
  2. Like 1. but we keep their hub.
  3. We do nothing.
  4. We wait for some time and decide then.

Everybody may discuss, but as this is a sensitive matter, I think only Primary Contacts should vote.
